* They will be considered like UCI "Elite, Lady Elite,
Masters, Masters B, Junior" that participated in this year
Cross-country season of Commission MTB of Puerto Rico or as
register in the International Cyclist Union (International
Riders).
**In this Rule Guide, the word Team is used to represent in some cases the riders in Duo
and 5-Team.
Costs of inscription
The registration
fee is US$35.oo for each cyclist, applies to all categories, the cyclist will have the right
for t-shirt allusive to the event, special number plate of the
event, area to charge his batteries, and among others.
Starting Line
Registry will be
made
ONLINE until the 12 HOUR PRIOR TO THE RACE. Each runner
must pay not latter than 30 minutes before beginning the race.
This runner must place his bicycle in the pre-established area
10 minutes prior to the starting shot. The
exit will be "Le-Mans" style, where each runner will have to run
from the exit to the place in where the bicycle is.
Modifications
Any modification
that could take place once published the present regulation will
make public by means of annexed, opportunely being facilitated
the participants. The organization reserves the right of being
able to change the route of the test if she considered
it necessary. The organization will not be responsible if the
race is suspended by causes of force greater or other people's
to her.
Prices
One will award in
metallic the first three (3) positions of each category.
Trophies awarded to the first (5) positions in all the
categories.
The delivery of
prizes will be made solely the day of the race and once approved
the classifications by the organizing committee. The winners of
the respective categories will have to make formal appearance in
the podium to fulfill the protocol acts dressing appropriate
clothes. The presence of the winners will be obligatory
otherwise will lose all right to the prize.
General Rules
The regulation of
the Commission of Mountain Bike of Puerto Rico and Federation of
Cycling of Puerto Rico will be observed moment throughout. The
following rules are specific for the event of 24 hours.
Squad Captains
Each team (Duo &
5Team) will designate to a captain and Co-captain. Captains
will represent their equipment in all official communication
before, during and after the event. The Co-captain will be able
to represent the equipment when the captain not this available
one. Only captains and Co-captains will be able to make
protests.
Pre-race Meeting
The captain or
Co-captain will have to attend the meeting pre-race although all
the runners will be welcome.
Pits
Area
To each team an
area of pit will be assigned to him solely. This is the area of
provision and rest. Participants will be able to change and/or
to repair equipment in this place. Emergency repairs could be
carried out in the Starting "Salida / llegada" area of
inclusively bicycles of being will be able to be changed thus
necessary. In the Starting “Salida / llegada” area of or the
area of pit, runners will be able to receive provisions and/or
aid of their team of support or any other personnel of
registered support.
Communication
It is allowed to
the use of cellular radios and/or between the running assets and
its support battalion. In the case of radios it will only be
possible to be used of channel 3 in ahead since channels 1 and 2
are reserved for the officials and paramedics. Equipment using
these channels will be disqualified at least that are a case of
emergency.
Aid in the route
Other registered
runners could offer aid in the route. Runners providing aid
will have to access the route under their own effort (on foot or
in bicycle) and will be able to do it in any direction as long
as he is in the route. To cut the route is not allowed (to see
rule # 12). Runners providing aid will be able to take any
equipment or tools with them, also could interchange bicycles of
being necessary. To cannibalize bicycles is legal. Any
registered runner can offer aid to any other registered runner
(it does not matter if they are of different equipment).
Personnel support is not authorized to offer aid in the route.
Riders allowed in route
Only running
registered, reporters with credentials and staffs of the event
are authorized to be in the route during the event.
Number plates / Dorsals
Runners must have their visible number on their piece of
superior clothes and the small board must be positioned in the
area of the handlebar. In the case of change of bicycle the
small board will have to be transferred at the moment of the
change. It will be prohibited to alter, to trim or to double to
the small board and/or ridge, this will entail the automatic
disqualification of the equipment.
"Drafting"
Runners will be
able "to draft" running only registered. "Draft" other
registered vehicles or a runner is prohibited and entails
disqualification.
Right to the step
Mounted runners have right to the passage on runners pushing
the bicycle. Runners pushing or loading the bicycle will be
able to happen to them to mounted runners as long as they do not
interfere with the cyclist who goes mounted.
Lap-out
runners
Lap-out runners will have to yield the passage to them to the
leaders more soon possible. The leaders will have to verbally
notify their intention to happen and through as side. It is the
responsibility of the runner who is going to pass doing it of
safe way.
Fight by position
When running they dispute a position, the runner in the
advantage does not have to yield the passage to him to the
runner whom he loves to him to happen. But, the runner being
happened cannot interfere with the passage with his body; this
considers itself like unsportsmanlike behavior (to see rule #
14).
To cut route
The cut off route by any registered runner entails the
disqualification of the equipment to which the cyclist belongs.
Laws
Federal, state and local laws will be obeyed all along.
Sport Conduct
Profane and/or abusive language and other unsportsmanlike
forms of conduct will be taken seriously. Any runner who
demonstrates to east type of behavior his equipment will be
noticed or disqualified immediately. This will be applied
strictly when this conduct is carried out against officials,
volunteers or spectators. The penalty will be imposed according
to the discretion of the director or assistant director of race
if the race director not this available one.
Protests
The captain or Co-captain of the equipment only can put
protests under. The protests must in writing and be given to
the director or Co-director of race during the race or up to
30 minutes after announcing the final results. The protests
must contain information that maintains it including information
of the incident, witnesses, name, telephone numbers and the
company/signature of the captain of the equipment that
protests. A position of $50 will be put under with the
protest. The race director will make the investigation
pertinent and will make a decision. The position of the protest
will be retained if the same one is denied or given back if it
is maintained.
Final Word
The race director has the final word in any decision,
including decisions taken by the Co-director.
Hours of silence
For this event hours of silence will be established during
the night. This period will begin to the average night of
Saturday until 8:00am of Sunday. During this period the noise
must be maintained to the minimum.
Illumination
During the nocturnal part of the event the runners must have
a primary light of at least 10watts. In addition, each runner
will have to take to a secondary source of light like lantern or
another system of illumination.
Use of lights
Runners in route one (1) hour before the dusk of Saturday and
until average (1/2) hour before the dawn of Sunday must have
their installed and functional system of lights primary and
secondary. To participate with the lights extinguished to save
battery or to run with the unloaded batteries is dangerous and
the runner does to his own risk.
Carp of judges
Runners must register themselves when they enter and they
leave the race in the carp of the judges. The exit time of the
runner leaving will be used like the time of entrance of the
runner who enters (although the next runner this ready one not
to leave). In other words, the clock this running all along.
Consecutive returns
If a runner decides to give consecutive returns, will have to
register itself in the carp of the judges whenever he happens.
The judges will register the exit time and arrival of the runner
and this one will be able to continue running. This also
applies for the category of Single.
Verification of input/output
The verification of each input/output of the runners is the
responsibility of each Team. The judges will require to at any
time seeing the number (dorsal or small board) of the equipment
during the verification.
Requirement of returns for teams of 5
runners
All racers in the team will have, at least, to give 2 returns
to the circuit during the duration of the event. Of this not to
happen, 3 laps of penalty to the total of accumulated returns at
the end of the event were reduced. Some exceptions will be
considered. Ej cyclists have an accident in his first return and
it cannot compete, serious considered like exception.
Cancellation of return
During the race the runner must finish the return that
began. Nevertheless, the equipment has the option to cancel the
return and to return to begin it with a running substitute from
the carp of the judges. This is a difficult decision and
expensive but if the runner cannot finish the return for some
reason could be beneficial the equipment to cancel the same
one. Any member of the equipment will be able to cancel returns
when notifying to the judges and to initialize the leaf of I
collate next to the time being cancelled.
Substitution of cyclist
Cyclists can be replaced until Saturday previous to the
event. Changes done after this date entail an additional
position of $10 and they will be only accepted until the day
before the event. They will not accept changes the day of the
event.
Aim of the event
The event will begin and finish at noon. Runners will have
to leave when finishing the return when the time expires. The
final position of the equipment will be determined by the number
of returns has completed in sequential order based on the time
of the last return. For example, a team finishes 22 laps
12:31pm will win to him to a team that completed 22 laps to
12:47pm. But, a team that completes 23 laps, finishing to
1:00pm will win to him to both. If a runner of the equipment
leaves before 12:00pm and another runner has not entered before
12:05pm, to this equipment him time of completion will not be
able to be calculated and it will be put to him as result NC (it
did not complete).
It Catastrophic
fails
In the case of catastrophic fault due to bad weather or
another circumstance that the count prevents with returns or
creates a dangerous atmosphere for the participants the director
of the event the race could finish before time. The final
result would be based on the position of each team at the time
of stopping the race. And the time would be determined by the
last completed return. This rule only will be used as a last
resort, in extreme situations, when they are not left other
alternatives to continue registering laps/ times or when there
is potential for the lost one of life.
Ghost Medical Runner
In case a runner
stops to help another seriously hurt runner and who he needs
service of paramedics, this one procedure will be implemented.
The runner helping will be able to use his cellular one to
communicate with his equipment of support or to use his radius
in channel 2 to communicate with the paramedics. The support
equipment will notify to the officials or paramedics to him of
the situation of being contacted via cellular. The paramedics
will notify to the judges the name and number to them of the
runner having provided attendance. The judges or some member of
the staff will notify the equipment to him so that she prepares
the next runner. To this runner the exit time of the ghost
runner based on the fastest time by return will be assigned to
him or the average of the time of the equipment, which is more
beneficial.
Support Staff:
Support Staff (Batallions)
are the people who will be attending the cyclists in their areas
designated (carps/pits) single in those areas allows themselves
to give to feeding and supplying, does not allow themselves in
but no place.
The single
cyclists will have right to three Staff in their area of Pit.
The pairs. They
will have right to three people of support in pit.
The team will
have right to five people of support in pit.
Each person of
support will be credited and will maintain other people for rest
could supplant that accreditation visible. But they will have to
interchange the accreditation, but single she will be able to
have the maximum of people of support already stipulated. |
